Indonesia Opens International Bidding for New Satellite to Provide Connectivity to 149,400 Remote Sites

Jakarta, July 30, 2018 – The Ministry of Communication and Informatics of Indonesia has opened for international bidding the procurement of a new multifunctional satellite that will provide connectivity to over 149,400 remote public sites consisting of schools, hospitals, state/local government, defense, and security administration around the Indonesian archipelago.

The project for the financing, design, procurement, pre-operating costs, construction, launching, operation and maintenance of the satellite is valued at US$459.8 million or Indonesian Rupiah 6.58 trillion.

The project is being promoted as a public-private partnership and requires a high-throughput satellite with 150 Gbps capacity and a contract period of 15 years with an operation plan up to 2023.

According to the project’s Indicative Orbital Slot Requirements, the satellite:

  • Must provide visibility to all Indonesia with an elevation angle no lower than 20 degrees;
  • Must have compatible slots to the GEO arc between approximately 78.4 degrees East and 156.7 degrees East;
  • Filling registration status at least CR/C document that has been published by Radiocommunication Bureau - International Telecommunication Union;
  • Must have minimum Ka-band frequency with 2 GHz bandwidth in both polarization (frequency to achieve 150 Gbps throughput capacity).

Under the indicative timeline of the project, the winner of the bid will be announced and contract signed during the 3rd or 4th quarter of 2018. Launch of the satellite is projected by end of second quarter of 2022.

The bid announcement said the procurement process is pursuant to the Head of National Procurement Agency Regulation Number 19 of 2015 on Procedure of Procurement of Public Private Partnership in Providing Infrastructure.

Indonesian Legal Entity and/or Foreign Legal Entity who wish to participate may obtain the Pre-Qualification Document from the Procurement Committee Office between 24th July - 20th August 2018, 08:00 - 17:00 Indonesia Western Standard Time, at Wisma Kadel 5th floor, JI. H.R. Rasuna Said Kav. B4, Jakarta.

Prospective participant(s) may obtain the Pre-Qualification Document upon fulfilling the following requirements as follows:

  1. President Director of the Firm (or his/her Attorney by submitting the original Power of Attorney Letter) shall register and obtain the Pre-qualification Document;
  2. Represent only one business entity or consortium;
  3. Show original identification card and submit the copy; and
  4. Submit an Expression of Interest Letter (original document) signed by the President Director or other authorized person in the Firm.
